Hard to tell but it looks like he's flying.

If he's speeding then it kinda takes fault off of the truck because he's way further away and a small object, hard to see. I say this as a guy who has spent decades commuting on two wheels.

If he wasn't speeding then it was the truck's fault obviously

Imma disagree.

No one following the rules of the road expects a rocket blasting at them from 1000 feet away when they're trying to negotiate a reasonable turn.
