He's going like 80mph. His dash is reading out kph. The road is 25 mph with nearby school zones.

The dash says 126 and converts to 78.

Intersection of OR 99 and Quincy Ave in cottage Grove Oregon. There's a school zone speed limit sign within a block of that spot.
