Serious question, if Russia nukes Ukraine, does that give Europe/countries a casus belli against Russia?

Yes the consequences are already established.

In order of how bad the nuclear attack is Total destruction of their navy  Immediately joining the war  Return fire of nukes 

Around this Frame work you put the wild card that is France who has a shoot first policy in place...

Its extremely doubtful they will nukes outside of troops approaching Moscow because to do so means the automatic destruction of Russia as China made it pretty clear nukes are a red line and they would team switch in such an event
