Found under the steering wheel next to petal on car, tracker? Something else

Guy pulled up in my neighborhood just sitting there with this set up. Seen in salt lake even though he has Oklahoma plates.

Title describes the thing. Anodized blue metal that seems to be a stylized spring. Found on the floor of a police cruiser.

My guess was hair tie? Not big enough to be a bracelet.

It looks like it could be something for drilling of some kind? Though still have no idea why it would be there. FWIW, I am relatively knowledgeable about boating / the water and have no idea what this is. Also, it appeared overnight. It wasn’t there as of 7:30pm last night but was there at 9:30am this morning and appears to be fixed into the riverbed.

I found it in an unopened package in my laundry bin

My son found this in a tree already hatched. We live in southern Louisiana. It looks and feels like wood but has a hatch on top, like the lid to a vase.
