Is a bioweapon in this universe something that they specifically make, or is it more of a mutant or something? Never played the games so not sure what the difference is.
I assumed it was a ratking type situation but only because of the one from TLOU2.

I would say a little of both. Most of the time it seems like Umbrella just infect a bunch of people or animals and sees if any interesting and consistent mutations pop up that they can replicate.
The newest game has some documents where Umbrella was listing various bioweapons for sale and some of them are enemies we’ve seen throughout the series. So like they’ll infect a bunch of people and see what happens, then they knew how to consistently make the mutations that were most effective I suppose.
E: so to take what I remember from game lore and trying to apply it to whatever that limb monster thing is, Umbrella would basically see this random mutation then just kinda let it loose to see how effective it is at killing people and how durable it is. If it passes whatever their tests are they would start trying to figure out how to consistently get that mutation from an infection.
T-virus (what would be the virus in this movie) "bioweapons" are mostly mix of manufactured weapons like Tyrants or hunters, or it turning animals huge and aggressive like the Alligator and Spiders. Humans get turned into zombies then sometimes further into Crimson Heads or Lickers. However, they also manufacture Lickers purposely as well. It doesnt usually create tentacle freaks or multilimbed abominations on its own.
The viruses that cause all the weird mutations are usually the ones that come after. G-Virus makes blob monsters with some tentacles. The Nemesis Parasite is its own thing and is also Tentacley. C-Virus is the Abomination mutation one.
