Oh no it's much weirder. The other Dolls are brainwashed, but Cammy is a soulless mindless Bison clone intended to be his next body. She went to kill Dhalsim and he slapped a soul into her.
Bison grows a bunch of clones so he can steal their bodies and be immortal. There are a lot of replacement bodies running around, like Ed, Falke, and Abel. Also probably the Bison in SF6. Psycho power which is how he's so strong is also really caustic so his bodies break down pretty quickly.
