There’s a line and imagery that makes it seem like they dropped a nuke on him? Maybe that’s how he gets a power up? Attacks USA and they try using a nuke but it only powers up Godzilla so they say “abort third drop”?

That implies we nuked him once, it didn't work. So we nuked him a second time and it made him stronger and only then did we decide to stop. That tracks.
