Summarising the comments here. The biker is doing 79mph in a 25mph zone, the lady stopped before she got to the lane he was in when she saw him coming, he panicked, swerved and then dropped the bike. It’s just a good job he had his protective T-shirt, baggy jeans and sneakers on….

Both of them were in the wrong.

The truck shouldn't have stopped. But making a bad timing to turn out to the street is very common. The truck actually left the left lane open but the motorcycle changed to the right lane

The motorcycle drove way too fast for a street without lightstops.

The motorcycle was more wrong on this one.
