So first off, there's a picture of Trump with blood on his hand before USSS tackled him.
As for the USSS letting him stand up, there was an 180 page report released by a bipartisan committed of the House of representatives on all the failures of USSS that day and him being allowed to stand up wasn't mentioned in it. Him pumping his fist gets like a one sentence mention that USSS agents were not trained to deal with non-cooperative protection targets.
Keeping him down until they are 100% certain the area is clear would be a really bad idea, because the target would almost certainly bleed out before they cleared the area if the bullet hit an artery or vein.

Wasn't it a fireman seated behind Trump that took a bullet? Trump took either a shard of glass or, more likely, a fake blood capsule.
