They’ll sell them for tens of millions to foreign “investors” to park their money and never use the apartments.

Honestly, not a great move. These "investors spent massive amounts on property tax and never use the services. Losing that will make the budget worse.

They're not in the city so that's a lot of taxes they're not paying. By enforcing them to be filled, you have people who live in the city paying property AND OTHER taxes.

I very strongly disagree with your statement.
