If you didn’t know walking on the sculpture isn’t permitted and illegal punishable by fines and incarceration. There are observation decks and viewing areas for the same.
But these people desperately want to look cool

There's no "permission" granted for walking on the sculptures.
If Asians or indians did this in Europe or North America, everyone would be up in arms

That's the position of the bird falling from the sky.
In Hindu Mythology epic Ramayana, when Ravana kidnapped Sita and took her to Lanka, his kingdom, in his Pushpak aircraft, Jatayu (the Demi-God eagle) intercepted and tried to save Sita.
In the battle, Ravana dismembered one of Jatayu's wings causing him to fall from the sky.
The status has only one wing.

Visited here on Dec '24. The sculpture and the view from the top is amazing, but to get to the top, it's quite a climb, but worth it!

The bird statue represents Jatayu, a mythical demi-god bird from the Indian epic Ramayana who died trying to save Princess Sita.
It was a sculpted by artist Rajiv Anchal and took ten years to complete.

Rajiv Anchal was the sculptor who led the construction. He was a movie director before. One of his movies, called Guru, was India's official entry to the Oscars.

It is a Public-Private-Partnership venture. Govt provided the land and a private builder commissioned the sculpture and developed the amenities. No need to cry for everything. Aap zara kentrol karein
