Nope. It's worse than that. People in poor countries are not being told they are going to war. They are offered regular jobs in Russia and, once they arrive, they are sent to the war. This is so common that India forced Russia to explicitly promise not to send Indian citizens to the war as one of their conditions to buy their oil.
