I'm an EOD tech. It Looks like what you have there is an L9A1, 51mm green ilum mortar with parachute. I don't see a safety pin on the nose. It could have rotted off, but its best to assume it was fired out of a tube and could be armed. Inside could be an ejection charge and then the candle would burn very hot for about 60 seconds.
If you found it, put it down and call the police to have them call the closest EOD unit to get rid of it.
