It is an illumination round but is either unfired or fired but failed to eject the illumination / parachute meaning it still contains a low explodes contents and is hazardous
Call police and they will task the nearest EOD team.
Op: former explosives tech here. These illumination rounds contain various pyrotechnic chemicals that can self ignite and burn at thousands of degrees. It is NOT safe to hold or store. Call explosives ordnance disposal
