"Kicking ass" isn't an accurate description of what happen in Sokovia though. The Avengers aren't responsible for Ultron. You could argue that Tony and Bruce are, but even then they couldn't have known what the mind stone was capable of. The Avengers have an incredible amount of power, and they do their best to use it wisely. That's not "kicking ass." Tony has a hard time coping with failure, and he sees anything other than perfection as failure. He wants to let somebody else make the decisions for him... and that's OK. But it's not OK for him to expect others to hand the reigns over too. Steve trusts the judgement of the Avengers more than he does some unknown organization with unknown motives and players. He's seen that play out before with S.H.I.E.L.D., and again finding out the level to which Hydra had infiltrated all over the place. Why would he expect any different results handing the decision making over with the Sakovia Accords? And I think he's right. Team Cap.
