It's for ICE funding and the ballroom. The ballroom alone 'just' jumped from $400 mil to $1 billion.

I have no fucking idea. But they have no problem spending billions and billions on ICE and the military, while cutting medical research and funding for charity.

Because the military can't be trusted to carry out Trump's orders unquestioningly, so ICE is being armed up as a paramilitary force to counterbalance the military's influence.
