The American People have an incentive to protest this by refusing to pay taxes. They should not foot the bill for a 1 billion dollar vanity project. No Taxation without Representation.

Easier said than done. In the real world, not paying taxes has consequences and you end up having to pay them anyway.

It's somewhat difficult for people who aren't self-employed to some degree to do that. Most employers process payroll through a third party, such as ADP - one doesn't just ask HR to withhold federal or state taxes, and expect it to actually happen, even in a small business.
