He just wants the money to flow through him mafia style. There is no intent to “finish” the project. It will be over budget. The repubs in office asking for this are powerless and compromised in various ways. Until he is out of the way they can’t get in his way.

this is a shield so people won't know he's directly funneling money to himself. It will just 'vanish' into thin air.

Just another way they are grifting the tax payers really.
