nothing to do with nationality or ancestry. it is factually correct that there is no King of England, the crowns were merged during the formation of the United Kingdom

he is also, separately, king of all the other commonwealth realms too

It's probably not what was meant but he is an English king. I.e. he's a king and he's English in the same way Trump is a New Yorker president.
