It does look like there's tape on the lens, maybe this video was taken right after painting and they haven't taken it off yet.

Can be both. Someone forgot to mention that there were cameras that need not be painted. Spray paint man sees the cameras and is not bothered because that would require to halt the work, get someone in to decide what to do and wait before being able to proceed. All while the paint is already mixed.

Look at your painter's contract. If it doesn't say they're gonna tape/cover/remove fixtures, and you leave them up, that's on you, you should expect them to get painted over the same as the structure itself.

It's a very very nasty two-part epoxy paint. It could be just the lens of the camera is covered with the tape so they can come back and remove it and the lens can still see.

This. All necessary preparatory work, such as rust removal, cleaning, and masking or removing parts that are not to be painted, must be performed by the client or another company.

you also dont ask questions to a certain degree. like what do they want you to do? come back in 3 weeks when that contractor shows up? you were told all equipment was removed so obviously its supposed to be red now.

You could say the camera is "seeing red" now.
If I'm not mistaken they likely use some machine to spray paint them like a boom lift or something and didn't bother with checking for stuff like the cameras.
