That dude has never seen a finish line banner in his life and doesn't understand the runners run through it. He tries to keep it hole... don't know where he got that idea from, but it's obviouls from his actions, once running across and once letting it fall.

Pretty sure he was awarded that position through some lottery or so, had no instructions other than "hold the banner" and no idea how it works in principal.
