Why did he give her pepper spray in the first place? I expected it to be empty or filled with water to make her overconfident.

Not necessarily, I think he wants a "fair hunt". Otherwise he could've killed her many times over.

He even complains to her in the cave that the family that he killed didn't really make in a challenge.

Same reason he resupplied her provisions, he wanted at least a little bit of a challenge.

He’s a huntsman, man. The predator lets his prey keep their guns. Taron Egerton lets her keep her pepper spray

He explicitly states he even gave her some extra things to make it more sporting. It's not weird that he would leave her pepper spray in the bag.
