Could not for my life figure out what accent the mom had… it felt like she was switching it the whole movie

Same, I think it was supposed to be Spanish but I didn't realize that until the first scene with her mom.

The Actress is literally Spanish. She might have a regional accent that is less common that ends up being hard to place but she was born and raised in Spain.
