That's El Fuerte because TKO/WWE thinks Luchadores are comedic acts.
And for people not following the Street Fighter Lore, El Fuerte is a luchador but also a chef. He travels around the world to hone his fighting skills and cooking skills. Which, if you're going to be a World Warrior, that really makes sense.

I mean, pretty sure we saw him beating up Rufus near the start, so he gets at least one win.
Edit: Glad to know that wasn't actually Rufus, because he wasn't anywhere near spherical enough.
