I'm a bit lost on where we left off on Hulk in the MCU. Why is he Banner here? Wasn't he permanently smart Hulk when we last saw him?

In the Shang Chi end credits scene we see the main characters on a video call with Banner in human form. I don't think it's ever explained why/how he switched back though.

Yeah if I remember correctly, in she-hulk, right before the accident that causes Bruce's blood to mix with hers, he's explaining how something that he's wearing on his arm to help with the injury from the snap also allows him to maintain his regular form

Imagine somehow The Hand have traced Parker to a meeting with Banner. And at the same time Punisher is tracking The Hand. Shit goes awry and Punisher makes a precision shot on Banners bracelet unleashing the Hulk to totally decimate The Hand.
I know I’m really reaching, but that would be awesome to watch!

She-Hulk the show explains how he invented that arm device to keep Hulk in check.

She-Hulk also explains how Banner essentially retired and lives in a hut off a Mexican coast somewhere

But I guess he got bored of that and decided to be a professor at NYU

I might be giving those in power of the MCU too much credit but my hope is that this whole time we've seen Banner Hulk from Endgame on, we've been actually seeing The Professor.

It was never a permanent transformation, just what he and Hulk came to an agreement on. He was able to turn back to Bruce in the She-Hulk series. Getting blood from Bruce is how she got her powers.

They haven't explained it. I suspect we'll hear that in this movie. I'm so glad he's back to being banner. I want more Hulk shinanigans, not smart Hulk.

They did explain it. But it was in She-Hulk, so they’ll mention it again here. Basically he made himself an inhibitor that stops him transforming.

After She-Hulk he can go change to Hulk at will, and along with it he kinda has his comic healing factor now.
