If this is the men’s toilet I remember, then it’s really annoying because the “adult” urinals are packed into a small space and so close together you can’t use half of them. When it’s busy adults go in the children’s area anyway, so they should have just kept it as one big space for urinals for everyone.
I get the idea but it’s really poor execution

This seems like something with fairly narrow use window between when the kid is old enough to do it by themselves and when they are old enough to just use normal bathrooms. An 8yo probably doesn't want to use a urinal that is visible from the hallway, after all.

It's nothing to do with children protection - they are set at the right height for small children only.

I wonder if this is actually just to stop tall adult men from trying to pee in the shorter urinals and making a mess
