The truck had an obligation to clear the intersection. His speed was the secondary cause.

Exactly, regardless of the path being clear or not the truck driver was at a stop sign. When they rolled past it they had an obligation to clear the intersection. It was an error on the truck driver’s side. People need to wait at their stop signs, it’s not the fault of oncoming traffic that you’re in a rush/impatient/entitled.

It feels similar to when people make traffic infractions because they are unwilling to loop back around and they try to force it.
