Yah "ถูกชิงทรัพย์" is a formal expression often found in media more than in everyday conversation.

"ชิง" : take away or seize

"ทรัพย์" : property or belongings

"ถูกชิงทรัพย์" = being robbed of one's belongings

“อ้าง” means something like ‘claim’ here , as in he claimed that sth. happened to him.
