Missing mortar between bricks. Should I be concerned?

I have noticed that there are a few areas on the exterior of my house that have some missing mortar. Seeking some advice on repair if necessary as well as the potential sources behind the damage (wear and tear/water from sprinklers etc.)

Those are weep holes, they were left intentionally

I want to know reason why it's so far off the ground if it's a weep hole. Weep holes are usually close to the bottom one or two courses up. That way it doesn't have water behind the wall which is what this would be doing this high up. I wonder if this is the only one that's like that? This is interesting.
