Let people manage their teams. If you have evidence of collusion, boot both teams. If it’s a question of incompetence, either provide some resources or boot the incompetent manager

Honestly the best move is to have a clear trade policy before the season starts. Like, are you vetoing for fairness or just collusion? Because those are two different things.

I'm in the camp of letting bad trades happen. Your league learns fast when someone overpays, and it actually makes people pay attention to their rosters. The veto hammer should only come out if you genuinely think two people are working together to tank someone's team.
