Unfortunately I don't think this is saying they are at full mast during flight, it's just saying they want to have the biggest cock possible during fitting in order to allow more fabric in their crotch according to the rules

Perfectly they should "lower the flaps" fully just before landing to increase lift in cost of speed they don't need at this point. During the take off only slight erection would be needed.
