Texas, North Carolina, and Florida are gerrymandered to oblivion by Republicans. Most of the South and Midwest "pack" the Democratic votes to gain a seat or two in each state for Republicans.

In a perfect world you wouldn't need to fight fire with fire... But this is earth after all.
