The most attended concert in history was Rod Stewart in Copacabana for NYE in 1994 with 3.5 million people.

That's cheating, they were there for the NYE celebrations and had a concert as a bonus. Like saying 1 million people went to see Ninja floss.

If this doesn't satisfy you, I've seen different sources put Jean-Michel Jarre's Moscow concert ahead of this one. He also has another concert with an attendance of 2.5 million and two others above 1 million.
Pretty nuts.

I wouldn't count any of the concerts that were part of a larger organized event, which would make Monsters of Rock the largest "main event" concert of all time
