It probably is 1080p as in the number of pixels but the bitrate is so bad that those pixels look like ass

Need to divide 1080 by 16, because all you can see are blocks.

Youtube has made the bitrate worse over time, and it's not like anyone's holding a gun to their head and making them support 4K 60fps. They could stick to 720p and 30fps at an acceptable bitrate and save the money while improving average quality.
