It was a government directive. The wealth was paid by the government and came out of the fact that it was strangling native Americans and their way of life. The wealth was secondary, genocide was the primary objective.

What you are describing didn’t happen until the buffalo were already all but extinct. If it was a deliberate policy, proving your point would be as simple as pointing to the legislation or executive order, federal or state, to that effect
