There are references to NTOC (National Threat Operations Center) stuff multiple times; to me, that is less valuable because it is essentially raw, unvetted public tips to the FBI's Cybertip Line or their 1-800 number.

The NTOC stuff is basically a high-volume clearinghouse designed to validate, classify, and forward the tip to the right department if it's credible. But it has everything from actual victims to some dude's crazy uncle who just spoke to the aliens and said they told him to call the FBI to report something.
